Oil and Gas Methane Partnership 2.0

The Oil and Gas Methane Partnership 2.0 is UN Environment Programme’s flagship oil and gas methane reporting and mitigation programme. It is the only comprehensive, measurement-based international framework for the sector. It improves the accuracy and transparency of methane emissions measurement and reporting, with methane emissions reduction as its primary goal.

OGMP 2.0 is the leading global methane measurement and reporting standard for oil and gas companies.

OGMP 2.0 member companies commit to reporting annually on their methane emissions across operated and non-operated assets, using the most accurate methods and science-based measurement frameworks, shifting from generic emission factors to measured data. In line with the OGMP 2.0 reporting framework, member companies improve the quality and granularity of their data over time, to inform accurate and effective mitigation action.

A unique data set

IMEO is building a unique open data set of measured data on oil and gas methane emissions. OGMP 2.0 data offer worldwide coverage and represents 42 per cent of global oil and gas production. This share continues to grow as new companies join the partnership and implement the reporting framework, improving the quality of emissions data from the oil and gas sector to inform mitigation. This transition from estimated to measured emissions data increases the quality of the data year on year to provide an accurate picture of their emissions. The highest level of reporting is recognized as the Gold Standard Reporting, providing confidence in companies’ understanding of their methane emissions and, consequently, the opportunities to mitigate those emissions.

Four steps of data quality assurance

Data reported by OGMP 2.0 companies undergo rigorous review and quality assurance. UNEP’s International Methane Emissions Observatory (IMEO) analyses reported emissions to assess whether the data are in line with measurement-based reporting from similar sources or assets. IMEO undertakes four steps of assurance:

Data quality

Initial evaluation of reported data for completeness, consistency and conformity with OGMP 2.0 reporting requirements.

Data analytics

IMEO analyses reported data across the partnership to identify patterns, trends and potential anomalies to understand changes moving from estimated to empirical data to identify potential outliers and facilitate engagement with companies regarding emissions performance.

Data integration

Integration of independent datasets, such as IMEO science studies or satellite data, to support review of company-reported data.

Implementation review

Assessment of companies’ implementation plans, including methodologies and technologies for quantification and reconciliation approaches.

Requirements and data disclosure

OGMP 2.0
  • Define and disclose methane reduction target (absolute reduction or intensity-based).
  • Submit implementation plan on pathway to Gold Standard for all material operated and non-operated assets.
  • Report annually on methane emissions from all material operated and non-operated assets.
Publicly reported data
  • Company declared methane reduction target.
  • Company total emissions aggregated by reporting level (1-5) and by operated and non-operated assets.
  • Company Gold Standard Pathway or Reporting status (if relevant).
  • Emissions at asset level where voluntarily disclosed by the company, providing transparency for investors and gas buyers.
