Oil and Gas Methane Partnership 2.0

The Oil and Gas Methane Partnership 2.0 is UN Environment Programme’s flagship oil and gas methane reporting and mitigation programme. It is the only comprehensive, measurement-based international framework for the sector. It improves the accuracy and transparency of methane emissions measurement and reporting, with methane emissions reduction as its primary goal.

OGMP 2.0 is the leading global methane measurement and reporting standard for oil and gas companies.

Data reported by OGMP 2.0 companies undergo rigorous review and quality assurance. UNEP’s International Methane Emissions Observatory (IMEO) analyses reported emissions to assess whether the data are in line with measurement-based reporting from similar sources or assets. Data reported by companies are compared to atmospheric science-based measurement studies and the more granular onsite science studies. When inconsistencies are discovered, IMEO contacts the partner companies to resolve any discrepancy.

A unique data set

IMEO is building a unique open data set of measured data on oil and gas methane emissions. OMGP 2.0 data offer worldwide coverage and represents 42% of global oil and gas production. This share continues to grow as new companies join the partnership, increasing the number of on-site measurements. With support from IMEO, companies are actively learning how best to measure their emissions. OMGP 2.0 companies transition from estimating to measuring emissions, increasing the quality of the data year on year to provide an accurate picture of their emissions. The highest level of reporting is recognized as the Gold Standard. OGMP 2.0 Gold Standard Reporting compliance provides information to investors and gas buyers on a company’s responsible management of methane emissions.

Four data quality assurance steps

OGMP 2.0 operates four steps of data quality assurance:

IMEO evaluates company-reported data quality, conducting data quality checks to ensure accurate reporting. The framework standardizes asset size and type definitions and verifies all submitted asset lists against external databases to ensure completeness.

Using advanced statistical techniques, IMEO analyses data patterns to observe trends and anomalies. This allows for an assessment of data quality shortfalls and suggestions for improvement.

IMEO integrates additional sources of data, such as from science studies or from its Methane Alert and Response System (MARS) with multiple satellite observations.

In isolated cases, IMEO may commission focused science studies or measurements to assess specific assets. These levels of assurance enable IMEO to add value to the company reported data, with a view to share those insights with OGMP 2.0 partners to elucidate reasons for varying estimates to improve measurement quality, and to effectively mitigate emissions – the primary goal of measurement and reporting.

Requirements and Data Disclosure

OGMP 2.0
  • Define and disclose five-year methane reduction target (absolute reduction or intensity-based)
  • Submit implementation plan on pathway to Gold Standard for each material asset
  • Report annually on methane emissions from all material operated & non-operated assets
Publicly reported data
  • Declared methane reduction targets of companies
  • Company total emissions aggregated by core source, by reporting level (1-5) and by operated and non-operated assets, as well as progress towards targets
  • Emissions are currently reported at a corporate level, with voluntary disclosure at asset-level to provide transparency for investors and gas buyers
